He doesn't run from The Bride when he knows she's coming, and he opts to duel her instead of shooting her when he has multiple opportunities to do so.

She's dressed in black in Vol. She just dresses as one to sneak into the hospital where The Bride is trapped in a Convenient Coma. Bitterly snarks to Budd as he lies dying in front of her.
To Pai Mei, whom she poisons. For all of Elle's posturing on how The Bride deserved better than presumably being shot and buried alive by Budd, she did everything possible to avoid a fair fight.
She tried killing The Bride while she was in a coma and was more than happy to let Budd finish the job after he incapacitated her. She also repeatedly attempted to gain an unfair advantage when they finally did fight by relying on Hattori Hanzo's sword rather than fighting her on even footing. That's in addition to poisoning Pai-Mei rather than face him in a fight. Elle provides the toughest challenge for The Bride.
Bill in comparison dies rather quickly. She's implied to be quite smitten by Bill and to be in a relationship with him after The Bride broke his heart. This still doesn't stop her from murdering his brother Budd behind his back.
Both are blonde badass ladies who had a relationship with Bill. Elle loves recounting her evil deeds and watching people she has killed die painfully. She has two hammy ones that mirror each other; one during a flashback where she kills Pai Mei, and the other as she explains the former to The Bride. Due to Pai Mei tearing her eye out. Happens to her twice, once at the hands of Pai Mei, the other at the hands of The Bride herself.
She'll often maintain good manners, but her dialogue particularly towards Budd and The Bride is noticeably malicious in tone. Her codename is a fairly harmless snake, but Elle herself is probably the most terrifying member of the squad. In pain, Beatrix admitted that Pai Mei was superior and acknowledged her subservience.
Pai Mei pauses and gives Ken a momentary glance, not of rage, but incredibly, of respect. Ken has been shown shattering steel, bladed boomerangs with ease. Damn, just saying that gives me shivers from sheer badassery. Her co-host is a short, round woman in a pleated skirt with an anime t-shirt and spiky, green hair.
Pai Mei is a seemingly ancient martial artist who trained members of the Deadly Viper Assassination Squad in hand-to-hand combat.
He evidently beat up the expertly trained Bill and easily defeated the highly proficient Beatrix. Pai Mei telling Beatrix what she is here to do. The Bride almost seems helpless against Elle's direct punches and kicks, for example. Infuriated, Elle half-heartedly agreed and aborted the mission.
He then asked to show him her Tiger Crane style martial arts. While it is implied that he has mastered various forms of weaponry including swords and spears, he never really seems to need them.
For example, Quentin Tarantino chose to interpret him as a skinny, bearded racist who slaps women around. In some contexts, she is arguably slightly slower, but also slightly stronger. She headed to the hospital where Beatrix was housed and dressed up as a nurse.
